⚠️ The trigger is the ASIN's certification status, not whether the package was actually opened, overboxed, or repackaged. Even if Amazon never overboxes the unit, an eligible uncertified ASIN is charged for every unit shipped.
✓ How to prevent it
Certification path — choose one of three testing options[1]
Self-testing — non-fragile products weighing less than 50 lb. Complete the Amazon vendor drop test report template for rigid or flexible packaging.
Third-party testing — all products, no weight limit. Have packaging tested by an ISTA-certified third-party lab (ISTA website or the APASS network) and provide an ISTA 6-Amazon.com test report using the approved templates.
Lab testing — fragile products in rigid packaging weighing less than 50 lb. Submit to the Amazon Packaging Lab for ISTA 6A-Amazon.com testing.
Complete the Amazon vendor enrollment template for each ASIN and applicable child vendor code
Submit forms and certification via Contact us → Amazon Packaging Certification → Enroll and certify ASINs
Labelling requirements when shipping (still required after certification)[1]
Single items need both a scannable carton label (SSCC, AMZNCC, 2D-BPS, or GTIN-14 encoded in GS1-128 / ITF-14) and a scannable item label (UPC, EAN, GTIN-12, or ASIN)
For a master pack carton: the outermost packaging needs a scannable carton label, and each SIPP item inside needs proper item labelling on its outermost packaging
If sold as a set, the outermost packaging also needs a set label — e.g. "Sold as set" or "Do not remove this outer packaging"
Product Prep and Packaging dashboard → search by product name / ASIN / EAN / SKU / UPC / GTIN → select Chargeback eligible items to see whether a product is chargeback-eligible, the amount, and the units charged

After an ASIN is certified as Tier 1 (FFP) or Tier 2 (SIOC) for a vendor code, chargebacks for that ASIN under that vendor code stop from the certification date. Tier 3 (PFP) certification does not prevent this chargeback — the fee applies to every eligible ASIN not actively certified at Tier 1 or Tier 2 [1]
If the ASIN is decertified, a 60-day grace period applies during which the chargeback is waived
Re-certify within the grace period with a new ISTA-6 SIPP test report; if the ASIN is not re-certified in time, chargebacks resume at the end of the grace period

ASIN certification status dispute
Send the ASIN's certification document — disputes have been accepted on it. Amazon's page asks instead for the case ID confirming successful packaging certification for the ASIN under the vendor code for which it was certified; include that as well if you have it. Note: disputes are evaluated against the certification window — from the certification start date (per the Selling Partner Support email) through the decertification date, if any. Not enough on their own: a previously submitted test report, or the certification confirmation email by itself [1].
